Public Procurement law

The Public Procurement law Department consists of a team of specialised lawyers. Dr Frank Schidlowski was one of the first lawyers in Germany to be awarded the title of specialist lawyer for public procurement law.

Dr. Frank Schidlowski advises on all public procurement law issues and comprehensively conducts public procurement proceedings. This begins with the determination of requirements by the contracting authority and leads to the structuring of the award procedure, its implementation and the selection of bidders. He advises public contracting authorities in disputes with bidders. The main focus is on the handling of complaints by bidders. He also advises bidders who wish to enforce their rights as bidders in an award procedure. Dr. Frank Schidlowski conducts proceedings for both bidders and contracting authorities before the public procurement tribunals and the civil courts. He also conducts award procedures for public contracting authorities in full, either in writing or in electronic form. In doing so, he can make use of an online public procurement platform. Likewise, support can be provided to funding recipients who are bound by the provisions of public procurement law through notices. Award procedures can also be carried out for them.
